Refining Infrastructure & Capabilities

Our refining operations are built on advanced, state-of-the-art infrastructure, enabling us to process a wide variety of crude oils. The refinery is equipped with modern processing units — including primary distillation, catalytic reforming, coking, cracking, desalter, and vacuum distillation — to ensure deep conversion and high yield.

Thanks to these capabilities, TOO “KHAZAR REFINERY” processes multiple crude grades and produces a broad spectrum of finished petroleum products, including:

Automotive gasoline (Euro-class and high-octane grades)
Diesel fuel
Aviation kerosene (jet/aviation fuel)
Fuel oil / black oil
Petroleum coke and other refinery by-products

International Presence

Beyond domestic operations, TOO “KHAZAR REFINERY” maintains strategic refining stakes in key foreign assets:

In Germany: equity participation in several efficient refineries (with shareholdings ranging from 24% to 54%).
In Belarus: indirect ownership of a 21% share in a major refinery.
In India: 49% stake in a high-capacity refinery processing up to 20 million tons of crude oil annually.
In 2018, our refining volume at the German refineries reached 11.5 million tons, while our share in the Belarusian refinery contributed 2.1 million tons of processed crude.

Quality & Environmental Standards

Since the end of 2015, TOO “KHAZAR REFINERY” has transitioned its refining operations to produce 100% environmental-class K5 motor fuels for Kazakhstan’s domestic market, fully meeting the requirements of the technical regulations (TR TS 013/2011). With the continued modernization of our facilities, since 2018 some refineries within our network also deliver AI-95-K5 (Euro-6) and AI-100-K5 gasoline — offering improved environmental performance and operational characteristics.

Capacity & Output

The combined design capacity of our main refineries in Kazakhstan is approximately 118.4 million tons of crude oil per year.
In 2018, the total refining volume across our Kazakhstan refineries exceeded 103 million tons, marking a 2.8% increase compared to 2017. During the same period, light products output and refining depth reached 58.1% and 75.1% respectively, while gasoline and diesel fuel (K5 class) production grew by 2%.
In addition to our major refineries, TOO “KHAZAR REFINERY” also operates a number of mini-refineries and associated processing facilities, with a combined mini-refinery output of 2 million tons in 2018.
